John R. Horan has been a civil litigator in New York from 1963 until 1966 as an Assistant United States Attorney for the Southern District of New York, and thereafter in private practice with Coudert Bros (1966, 1967) and until 1973 with Arkin & Horan PC. .In 1974 he joined Fox Glynn & Melamed, predecessor to Fox Horan & Camerini LLP. His broad litigation experience includes both jury and non-jury trials, hearings and other proceedings in federal and state courts, including the Surrogate’s Court and the U.S. Bankruptcy Court, on such diverse subjects as international commercial contracts, business fraud, trust accountings, contested wills, civil forfeiture, insider trading, U.S. customs duties and private anti-trust. He has also conducted major arbitrations, including international private arbitration. He has also counseled lawyers charged with professional discipline violations.

In addition to an active federal and state litigation practice, Mr. Horan served in a public capacity as Vice Chair and Acting Chair of New York City’s Board of Correction until 2005; and has been active in City Bar and New York State Bar Association work and has chaired committees concerning reforms in the judiciary. From 1979-1992 he taught Professional Responsibility at Columbia Law School as a Lecturer in Law. He has served for several years by appointment of the Presiding Justice on the First Department Discipline Committee, hearing and reporting to the court on cases of lawyer misconduct; and has been a frequent lecturer on the subject of professional discipline. He was president of the New York Bar Foundation from 2006 to 2009, and a member of the Board and vice president of Citizens Union of the City of New York from 1980 to 2019.  From 1995 to 1999, he was president of Sanctuary For Families.
